Lucknow development body streamlines property mutation system to reduce delays

LUCKNOW: The Lucknow Development Authority (LDA) has streamlined and effected changes in the property mutation process which aims to reduce delays for property owners, particularly in cases which previously encountered problems due to complex procedures. After the change, the mutation process will be completed within the specified 60-day timeframe.

LDA vice-chairman Prathamesh Kumar said, “The updated system assigns the property section the responsibility of verifying mutation fee payments submitted online, allowing further action to proceed efficiently.”

“Once a mutation certificate is issued, the relevant information will be updated on the LDA portal. Responsibilities have been assigned to officials and planning assistants, with measures in place to address delays in file processing,” he said. Additional secretary Gyanendra Verma said that individuals acquiring residential or commercial properties in LDA schemes often require mutation services.

The Public Service Guarantee Act mandates that the mutation process should be completed within 60 days but it gets delayed in some cases, a few pending for over a year.

At a recent ‘Single Table Clearance Day’ event, the vice-chairman addressed these issues, resulting in the creation of standard operating procedures (SOPs) to enhance operational efficiency.

In the revised process, once an online mutation application is submitted, it will be forwarded by the nodal officer to the property officer the same day. The property officer will then assign it to the relevant planning assistant for review within a day. The assistant will compare the application with existing records and, if necessary, conduct a site inspection. Within seven days, the file, along with any dues and a report, will be forwarded to level-1 property officer.
If the officer concurs with the assistant’s recommendation, the applicant will receive an online notice to pay the required fee. Earlier, after online payment of fee, the file was sent to the accounts section for verification which led to delays.

The updated process allows the property section to verify payments directly using UTR/IMPS numbers. Following the mutation, the file will be sent to the accounts section for final verification. If discrepancies are found, the mutation would be cancelled, and fee woulll be re-collected with interest.
